All children in Pennsylvania have a right to free public-school education until age 21. This is true for immigrant and migrant students, English language learners and those for whom English is a second language (ESL). A school must enroll the child no later than 5 business days from the date the family submits mandatory documents (proof of age, residency, immunizations, and an Act 26 Affidavit).
